 undefined RFP NP 3482- The Redevelopment of Block 25 Wilmington Industrial Park

This Request for Proposal (RFP) is for the redevelopment of an area generally bounded by Sanford Avenue to the west, F Street to the north, Flint Avenue to the east, and E and Alameda Streets to the south (Block 25) in the Los Angeles Harbor Industrial Center Redevelopment Project Area (Project Area) also known as the Wilmington Industrial Park.  The Agency, supported by the Wilmington Industrial Park Advisory Committee (WIPAC) is soliciting interest for a master planned industrial development on this block either for new “build to suit” end-users or an industrial condominium complex or business park up to 75,000 s.f in size for owner/operators wishing to expand their business or move into the Project Area. Redevelopment goals and community priorities  are to attract new development that will enhance the Project Area's image; provide aesthetically pleasing design, contribute toward a professional business environment, capture new investment and most importantly, create new jobs for the Project Area and residents of the Wilmington community. The RFP will solicit developers or owners able to create flexible building concepts that appeal to a diverse set of industrial and manufacturing firms and carry out excellence in building design and landscaping.

BACKGROUND AND CURRENT CONDITIONS

Block 25 contains 24 parcels, measures approximately 138,000 s.f. or 3.2 acres and has a light industrial land use designation. Historically, this block was used primarily for oil production with four oil wells, six aboveground tanks, and up to six sumps while none of these items are physically apparent. The block has remained undeveloped to at least 1933.  Large portions of the block appear to have never been developed, except as oil well properties. Other portions have been sporadically occupied by boat builders and boat/vehicle storage and salvage yards. South Bay Heating and Air Conditioning Company located at 506 Sanford Avenue (at E Street) currently occupies approximately 18,322 s.f. at the southwest portion of the block, since 1985, when the Agency entered into an OPA with this property owner (or predecessor), who has since expressed an interest to expand. The Agency owns a 4,500 s.f. vacant, unpaved lot (APN 7424-025-900) on Sanford Avenue, and has been approached by realtors representing clients interested in buying this property. Agency staff recommends to incorporate the Agency lot into a larger master planned industrial development. Based on a 2000 Phase 1 Environmental Site Assessment prepared by SCS Consultants, much of Block 25 appears to have been used exclusively for oil production. It is likely that there is petroleum contamination from the oils wells and truck salvage.The majority of the site is vacant with some truck salvage and open storage uses. Agency staff is in the process of conducting a Phase 2 Soils investigation to determine the extent of the environmental remediation and is scheduled for completion in June 2007.
