Background
On December 13, 1994, the City Council of the City of Los Angeles adopted the ordinance to establish the Earthquake Disaster Assistance Project for Portions of Council District 3 in response to the economic and physical recovery needs resulting from the 1994 Northridge Earthquake.
The Community Redevelopment Agency of the City of Los Angeles (CRA/LA) has the responsibility to carry out the Project’s purpose of providing for and facilitating the repair, restoration, demolition, and/or replacement of earthquake-damaged properties and taking actions necessary for the economic recovery of communities impacted by this disaster in response to the area’s economic and physical recovery needs resulting from the January 1994 Earthquake.

FY2010-FY2014 - Redevelopment Goals
The CRA/LA plans to focus on the goals, projects, and programs during the FY10-FY14 Implementation Plan period. The Project sets forth an array of goals under the following categories that include:
- Preserving and expanding housing for all income groups;
- Encouraging economic development;
- Meeting the social needs of area residents;
- Improving the public infrastructure;
- Providing urban planning & design services;
- Facilitating community participation and
- Funding the short and long-term redevelopment activities
Location
The “Project Area” is located in the West San Fernando Valley communities of Canoga Park, Reseda, and Winnetka. The Project Area amounts to 2,500 acres and is generally bounded by Topanga Canyon Boulevard on the west, Saticoy Street and Roscoe Boulevard on on the North and Victory Boulevard on the South. Portions of the residential communities of Canoga Park and Reseda are also included within the Project Area boundaries.
